Large Scale Solar
Infrastructure for the Next Generation of Energy Demand
Supplying Clean Energy at Utility Scale
Large-scale solar (LSS) projects are long-term infrastructure assets that deliver clean energy directly into the national grid, supporting utilities, industries, and large energy consumers.
Avera Energy brings deep technical expertise and a proven track record in developing bankable, high-performance LSS projects across Malaysia. Every asset we develop is structured for long-term performance from the outset.

Powering Malaysia’s Next Generation of Energy Demand with CRESS
Malaysia’s Corporate Renewable Energy Supply Scheme (CRESS) is reshaping how large energy users secure clean power at scale.
As demand from data centres, hyperscalers, and large industrial consumers accelerates, CRESS has become the primary pathway for delivering utility-scale renewable energy beyond on-site limitations.
Avera Energy is positioned at the forefront of this transition, structuring and delivering CRESS-aligned projects that meet the scale, reliability, and bankability requirements of modern energy demand.
Our Structured Approach
A successful large-scale solar project is built through careful, structured execution across four distinct phases. Avera Energy maintains accountability from early feasibility and investment structuring through to construction, commissioning, and long-term operations.
Select Phase
- Phase 1: Design and Development
The decisions made here, on site selection, system design, environmental risk, and regulatory strategy, determine whether a project will reach financial close and how it will perform over its operating life. Our development scope covers:
Step 1
Pre-Feasibility Studies
We conduct a preliminary technical and commercial assessment to establish whether the project is viable before significant capital is committed.
Step 2
Environmental Due Diligence (EDD)
Our EDD process identifies site-specific environmental liabilities, assesses the scope of any required Environmental Impact Assessment (EIA), and recommends additional due diligence where necessary.
Step 3
Design and Engineering
Our engineering team develops a site-specific system design that maximises energy yield, minimises losses, and meets the technical requirements of the grid operator and offtaker.
Step 4
Site Assessment
We conduct a detailed site assessment, including a review of historical land use and ownership records, regulatory checks for environmental incidents or access constraints, geotechnical surveys, topographic mapping, and an assessment of adjacent operations.
Step 5
Regulatory Compliance and Approvals
We manage the full approvals process, including LSS programme application, generation licence application, grid connection, and compliance with local and international PV standards.
- Phase 2: Investment Structuring
Renewable energy projects involve a complex set of interconnected legal, financial, tax, and regulatory considerations. Structuring a project for bankability from the outset is one of the most consequential decisions a developer makes.
Our team has worked closely with stakeholders and peers within Malaysia’s solar value chain, navigating these relationships with a clear focus on protecting project bankability and commercial outcomes throughout.
- Phase 3: Construction and Commissioning
Our in-house technical team manages construction delivery across all disciplines, including civil, structural, electrical, and grid connection works. The process is governed by structured project management, rigorous quality assurance, HSE compliance, and full regulatory verification.
Step 1
Dedicated Project Management
We adhere to a structured, milestone-driven governance approach that ensures every deliverable is tracked and every stakeholder remains informed throughout the construction period.
Step 2
Quality Assurance and Control
Quality is enforced at the process level, verifying that correct materials, methods, and specifications are applied at each stage of construction.
Step 3
Health, Safety, and Environment
A rigorous HSE management framework is applied across all site activities, covering pre-construction environmental compliance, site safety protocols, regular audits, and full oversight of contractor and subcontractor HSE adherence.
Step 4
Construction Works
Civil and structural works, module and mounting installations, electrical works, inverter installation, and more are executed by our experienced construction team in coordination with all site stakeholders.
Step 5
Regulatory Compliance
All construction outputs are verified against the technical standards required by the grid operator and the Energy Commission to ensure compliant, safe, and reliable infrastructure.
- Phase 4: Long-Term Asset Management
Post-commissioning, Avera Energy provides comprehensive asset management services designed to maximise system availability, protect energy yield, and ensure continuous regulatory compliance throughout the asset’s full life.
- Real-time remote performance monitoring
- Preventive and corrective maintenance
- Spare part management and warranty administration
- Regular technical and financial performance reporting
